"A considerable number of overseas PhD and master students have to return to China in advance to complete their studies by means of online courses and online defenses. The Service Center for Overseas Studies has not issued a new method for calculating the time of returning to China after studying. The old rules have resulted in the two-year employment settlement period enjoyed by these returned doctors and masters, and the actual remaining time may even be less than half a year." Cai Jiming suggested that the calculation method of the starting time for the two-year period for non-Beijing or Shanghai registered overseas students to apply for employment and settlement in Beijing or Shanghai should be adjusted to: starting from the date when the foreign student actually enters the country after receiving the graduation diploma. Or from the date when the international student actually obtained the diploma after entering the country (according to the time marked on the diploma).
